This bill requires re-registration of all guns in the country.
At re-registration of guns in police stations all owners would be
photographed and fingerprinted.
Every registrant would be issued an identification card bearing his
photograph, fingerprint and gun registration number. This card would be
required to purchase ammunition.
At gun registration all guns would be fired and the bullet retrieved and sent
to the FBI for coding and filing.
The registration card would be punched every time ammunition is purchased.
The government will determine how much ammunition could be purchased.
All ammunition dealers would be licensed and have to report sales and
inventory periodically. This would allow authorities to winnow out dealers
with a suspicious number of sales.

A more sophisticated and effective extension of this program can be made
Every ammunition manufacturer would be required to stamp every bullet with a
set of 6 randomly chosen capitol or small letters from a total of 52. This
would give 19,770,609,664 possible combinations (52 to the sixth power). This
would make it impossible that there would be more than one person who would
have bought ammunition with the same letters. Essentially the code on the
bullet would identify the purchaser.
Every purchaser of ammunition would have to show his identification card and
have the transaction recorded, including the code markings on the bullets.
The salesperson would be required to send a report of the transaction and the
code number on the box of ammunition to an FBI computer by mail, phone or
computer modem.

The information required by the proposed law would help the police. Whenever
a bullet was found the code number could be read off it to the FBI (or the
bullet could be sent to the FBI which would determine the code of the
bullet.) The FBI would immediately tell the police who bought the bullet.
This method would give police an immediate suspect no matter what other
evidence might be lacking. This would markedly facilitate the police's
ability to find the culprit.
Even if the ammunition was used in an unregistered gun the police would still
know who purchased it.
This would also deter purchasers of ammunition from giving or selling the
ammunition to others since they would be implicated in its illegal use.
This system would also have a deterring effect. What individual would shoot
at someone knowing his name was on the bullet?
Argument can be made that criminals simply won't register their guns.
However, without registering at least one gun they would not have a gun
registration card and couldn't buy ammunition.
Law abiding citizens would have no reason to fear registering their guns. In
fact this might protect them if they were ever falsely accused.
If a criminal wants to use an unregistered gun he would be unable to buy
ammunition for it because he has no identification card for it. If he tries
to use ammunition he bought for a registered gun in an unregistered gun the
code letters on the bullet would still indicate he was the purchaser of the
ammunition and was the culprit.
In addition to the core provision described above other restrictions in a gun
control law should include issuance of a search warrant of the home of anyone
caught with an illegal gun or ammunition.
The FBI computer would be set to draw attention to anyone purchasing an
excessive amount of ammunition stymieing an ammunition black market. The
computer would also monitor the ammunition going to gun dealers to mark any
doing excessive business.
Canada and Mexico should be persuaded to use our system for a fee or set up
one of their own. This would prevent a lot of ammunition smulggling.
